Global and Regional Factors of Yemen

This paper will be about the Global and Regional Factors of Yemen, slides 3 and 4 of the presentation.

This is more a report than a research paper. I will need you to cover the facts mentioned in the two slides above and go more in-depth in order to cover 5 pages.

Any topic (writer’s choice)

Write a paper in which you consider each of the following functions in turn, and identify the most important key recent development of each:  human resource management and development; civil rights, affirmative action and diversity for public organizations; budgeting for the public sector; public policy and management; and administrative law.  Write a conclusion in which you explain how these areas of PA study are connected.
Please remember that the information and instructions in regard to writing and styling your papers remains the same as in the first writing assignment.  You may write as few as four, or as many as seven, pages of text.  Each paper should have a title page and a bibliography / reference section.  Each paper must be paginated, and styled using APSA format.

Write a paper in which you explain how various approaches to public management, modes of decision-making and the structure of an organization might affect the ability of an organizations human resource management team to build diversity within a public organization. What other variables might also impact that effort? 

Write a conclusion in which you assess each the effect of each of those three approaches on diversity management in PA.

The paper must be an analytical/ explanatory paper. A minimum of four scholarly sources must be cited in the paper and listed in the bibliography. The paper must conform to APSA style. The paper must be a minimum of eight double-spaced pages (approximately 2000 words) with one-inch page margins.

A 1525 page research paper will afford an opportunity for students to complete an in-depth investigation of policy formation in an area of your choice, such as health, environmental, or housing policy. Using materials in the public record, students will prepare a "legislative history" of one national policy statute which analyzes how a public problem was identified, defined, and represented to Congress; how and what response was formulated to address this problem; how the response was reformulated and legitimated, and what the resulting policy was intended to accomplish. This might include a critical analysis of some implementation experience with a previous policy, which evaluates recommendations for amending it. See the recommended Jones text above for chapters on each of the underlined terms above. Limit yourself to one major statute or you wont get it finished this year. Major statute, not a minor statute of a few pages and little interest.
